I ve taken it to a mechanic and he says it is normal. I have an 2003 Avalon taking into account the similar engine and it jumps off the begin and has no hesitation. Checked for contacts in the intake. following I put my Turbo OBDII app on, anything seems fine except that the TPS stays constant something like 30%. This is a drive-by-wire model hence it has not throttle cable or usual TPS. I believe the TPS is integrated like the throttle controller/motor. I'm 1500 too high.. or more. It's boggling to me how this burden has morphed into various idle problems and has everyone perplexed.. or as a result it seems.
